Issue: User-created characters of deactivated accounts are in limbo

Description
I went through the list of characters I imported and noticed a few that are owned by now disabled accounts

I know that some settings end up with characters being grayed out in the textbox generator, like, you imported it, but the author doesn't want it to be used either so it's just sitting there doing nothing.
But these that are owned by disabled accounts just don't show up at all.
With how things look like currently, I believe it's like this so people keep their characters if they reactivate their account.
However, if someone is interested in using that person's sprites, they can't:
I'll compare this to painters and paintings:
If a painter wants to retire, or stop being a painter, their paintings will still exist, and to some extent, be available to see for anyone, ditto if said painter dies.
Since this website kinda works like a art gallery/library, here's another comparison:
If a writer writes a book, their book can be put in a librar(b)y so people read it, and if the author dies or retires, well, the author can't really do much against that and the book stays available.
My point here is, unless the author/uploader decides that their work shouldn't be available, why not keep it available if they're gone?
If they don't want people to use their stuff, they can actually make it private, but if they don't care/want to keep their stuff available for people, maybe they could have a choice to not private their stuff by default if they deactivate their account?

- go to the character's page
- use the character

How to reproduce the issue
(two accounts are required to reproduce this)
- Create a character with an account (with sprites)
- with another account, add to library the character created in the previous step
- deactivate the first account
- the character created at the beginning is now "private", unavailable with the undertale textbox generator, but still exists in the list of imported characters
